Lowell City Council preview: March 11, 2019
Mimi Parseghian previews tomorrow night’s Lowell City Council meeting:
The agenda for this week’s council meeting is one of the briefest in quite a long time with only one Council motion and two Administration Responses to Council Motions.
The evening will begin with Presentations for the award winners of the 2019 Winterfest Soup Bowl competition.
MOTION RESPONSES
Update status of Smith Baker Center Motion (1/29/19) by Councilor V. Nuon “Request City Manager Provide a report updating status of the Smith Baker Center.”
The one-page Administration report response was submitted by Diane N. Tradd, Assistant City Manager/Department of Planning and Development (DPD)Director. As Dick explained in its Sunday post, the DPD is resubmitting the Request for Proposal (RFP). “A new strategy is needed to ensure the building, which is an important building and cultural asset in downtown, does not continue to deteriorate, which occurs in unoccupied and vacant buildings. DPD has started the process of preparing a revised RFP for review and approval. The revised RFP would substantially reduce or eliminate the restrictions in the 2015 RFP. Instead, the goal is for a very simple RFP to be widely marketed that will prioritize any entity that can immediately and substantially reinvest in the building.”
Snow Ordinance Warnings and Violations Motion (3/7/29) by Councilor J. Leahy “Request City Manager have Development Services provide a report regarding Winter Shoveling Ordinance Compliance and Ticketing.”
In his response, R. Eric Slagle, Director of Development Services, wrote “For the winter of 2017-2018, Development Services staff issued 105 warnings for snow removal, and wrote 13 violations for a total of $1,300. For the winter of 2018-2019 thus far, Development Services staff issued 85 warnings for snow removal, and wrote 6 violations for a total of $600.”
MOTION
Councilor K. Cirillo “Request City Manager have the proper department implement a ‘Resident Satisfaction Survey’ to assess community satisfaction with City services.”
