CITY OF LOWELL – PROPERTY FOR SALE
REQUEST FOR PROPOSALS
412 MERRIMACK STREET

The City of Lowell will receive sealed Proposals for the sale and disposition of a certain property located at 412 Merrimack Street, known as the Smith Baker Center, Lowell, MA, for Arts, Entertainment, Performance and other uses such as a function hall, restaurant, etc. The subject property contains 12,458 +/- sq ft of land area improved by a 3-story brick and masonry building with approximate building 23,530 gross +/- square feet. The subject property is located in the Urban Neighborhood Mixed-Use District (UMU) and, as further described in the Request for Proposals (RFP) packet available from: City of Lowell, Department of Planning and Development, J.F.K. All Proposals require a deposit in the form of a Treasurers Check or Certified Bank Check, made payable to the City of Lowell, in an amount equal to Ten Percent (10%) of the proposed purchase price. The RFP allows for a 90-day Option to Buy period with deposit refund of the 10% if claimed in writing within the 90 day option period.

The successful proposer may be required to provide a performance bond or other security, satisfactory to the City to insure the completion of the proposal. All proposals must be sealed and submitted to the address above no later than 1:00 P.M. (local time), Wednesday, April 8, 2015 at which time the proposals will be publicly opened. All Proposals must be complete and in compliance with the submission requirements outlined in this Request for Proposals (RFP). The City of Lowell reserves the right of design review and project approval. All sales are subject to a vote of the Lowell City Council.

The City of Lowell reserves the right to reject any and all Proposals. The City of Lowell has established a minimum sale price of Three Hundred Thousand Dollars ($300,000.00). The City of Lowell will contribute, upon completion of the project, up to Three Hundred Thousand Dollars ($300,000.00) toward verifiable construction hard costs.
