During last week’s snowstorm, Tony Sampas sent these closeups of the Winged Victory Monument which is located in front of the Ladd and Whitney Monument across from Lowell City Hall. The inscription on the statue reads “VICTORY A GIFT TO THE PEOPLE OF LOWELL FROM JAMES C. AYER ERECTED JULY 4th 1867”
