Factors affecting outcome:
*Leary and Brian Donovan split the vote in Ward 8 with Leary getting 353 votes and Donovan 339. Had only one of them been in the race, the other might have picked up the majority of those votes and probably won the election
*By the same token, the vigorous write-in/sticker campaign waged by Paul Ratha Yem probably took votes from Rady Mom as did Dave Ouellette. Ouellette won both precincts in Ward 2 while Mom finished second. Had Ouellette not been in the race, Mom might have picked up much of his support.
*Ward 8, especially 8-3 which is the upper Highlands/St Margaret’s parish, continues to fade as an electoral force. In the 2011 city election, 10,000 people voted. In 2013, 11,500 voted. In the 2013 election, 32 of 33 precincts showed an increase in the total vote. The one that showed a decline was 8-3
*This is the first election I recall where the Acre and Lower Highlands were decisive to the outcome. Mom beat Leary by 40 votes in Ward 3 and by 93 in Ward 7. This offset Leary’s 136 vote margin over Mom in Ward 8. Mom’s 33 vote win in the Ward 2 precincts and his 22 vote advantage in 4-1 gave him his margin of victory.
